Environmental issues are under the cloak of social protection and state. Within the state, seeks to uncover what is the legislative and administrative action designed by the Brazilian Constitution of 1988 for each of the federal spheres –Union Member States and Municipalities. Emphasis is given to municipal activity, little understood in the present day.
